motor2[motor_command] is the command that was sent to motor 1. If motor 1 is currently in state 5, motor2 will send a signal to motor 1 to send a command which will cause motor 1 to move one step forward.

The motor command is sent and received by motor 1 through a state register. The state register is written when motor 1 starts moving forward. The state register is cleared when motor 1 stops moving forward.

While Motor 1 is moving forward, it is also keeping track of the number of motor commands that motor 1 has sent out. Thus, if motor 1 is in state 6, it will also be clearing the state register.
